3.The purpose of the announcement is to change the parking policy. The man expresses his opinion by stating his disagrees with parking policy. One reason he gives is that his brother is incoming freshman and he has a car. According to him. only 85% freshman can only request parking permit. Additionally, he suggests that the school should build more parking lot. He points out that there is an empty lot that freshman can use llike big field.
